Theres a pond/lake in front of the Fizztop mountain and grille and there has been an Operator dude bent over fishing around in the water for something he cant seem to find. Tried talking to him but his dialog is just the usual random crap. WebThere's supposed to be a conversation between Nisha, Dixie and Savoy when you first enter Fizztop Mountain. It's during this conversation that Nisha will be 'busy'. Did this conversation occur? If it didn't, try exiting the Mountain and re-entering, or restart the game and load a save prior to entering the Mountain.
