The monitors at work are: Asus MX239h - 23" IPS displays, 60hz refresh rate, 5ms respond time. If I would have to pick which one is worse to my eyes, I would vote the Asus one... In a perfect world, you'd want your framerate and refresh rate to be on a 1 to 1 ratio e.g. 60Hz/60fps 100Hz/100fps (hence G-Sync and Freesync which adjust the monitors refresh rate), but that's beyond the scope of your question. Try doing some research around the web.
