In a perfect world, you'd want your framerate and refresh rate to be on a 1 to 1 ratio e.g. 60Hz/60fps 100Hz/100fps (hence G-Sync and Freesync which adjust the monitors refresh rate), but that's beyond the scope of your question. Try doing some research around the web.
